What initially appeared to be an ombudsman’s quest by the office of the Inspector General of Government (IGG) Mrs. Olive Beti Namisango Kamya has evolved into a personal vendetta against indicted Lands Commissioner Hajji Baker Mugaino. On June 4th, 2025, the IGG arraigned Mugaino before the Anti-Corruption Court, charging him with abuse of office and corruption.
The Allegations
According to the charges, between April 8th and 20th, 2025, Mugaino, as Commissioner of Land Registration in the Ministry of Lands, Housing, and Urban Development, allegedly abused his authority by arbitrarily cancelling certificates of title issued to Tropical Bank Ltd, Akugizibwe Gerald Magera, and Namayiba Park Hotel. The affected properties include Kibuga Block 12 Plots 658, 659, and 665 in Kisenyi, Kibuga Block 4 Plot 152 in Namirembe and Kisugu, and Kyadondo Block 244 Plot 2506, among others.

The Investigation
The IGG claimed that her investigation team had uncovered damning evidence implicating Mugaino and subsequently ordered the Permanent Secretary of the Lands Ministry, Ms. Dorcus Okalany, to indict him. However, our investigations reveal that one of the files seized from Mugaino’s office contained letters detailing the shoddy KCCA landfill new site, which implicated Arnold Patrick Turwomwe, the head of the Asian Custodian Board and son of the IGG.

Conflict of Interest?
Despite the apparent conflict of interest, Kamya has taken a keen interest in the matter and has decreed that her office take over the case, even though she should professionally recuse herself and her office due to her son’s involvement. Since then, Kamya has embarked on a mission to relieve Mugaino of his official status at all costs.
