Shs70bn Kiteezi Deal: Rusa Faces Pressure as Lords Mayor, Ministers Fight .

The deal, orchestrated by President Yoweri Kaguta Museveni’s government, involves Ghanaian tycoon Dr. Joseph Sian Agyepong’s Jospong Group of Companies. The company aims to transform Kiteezi garbage into useful products like energy and fertilisers within three weeks.

However, Lord Mayor Ssalongo Erias Lukwago has raised concerns, alleging that the legal process was bypassed in awarding the contract. Lukwago warns Rusa to be cautious, citing past experiences where ministers Christopher Kabuye Kyofatogabye and Hajjat Minsa Kabanda allegedly coerced former KCCA executives into signing documents, only to distance themselves when trouble arose.

Lukwago questions the haste in signing the deal, suggesting that Kabuye and Kabanda may be hiding something. He advises Rusa to delay signing until the agreement is reviewed by the Lord Mayor’s Executive Committee.

Lukwago also raises concerns about the Shs70bn allocated for managing Kiteezi landfill, wondering why the Ghanaian company claims to use its own funds.

Key Issues:
Bypassing Legal Process: Lukwago alleges that the contract was awarded without following proper legal procedures.
Conflict of Interest: Kabuye and Kabanda’s involvement raises concerns about potential conflicts of interest.
Transparency: The deal’s haste and lack of clarity on funding have sparked suspicions.
Accountability: Lukwago demands that Kabuye and Kabanda follow the legal public procurement process.
