Kaazi Scouts Land: Conflicts Escalate as Minister Mayanja Orders Cancellation Of Kabaka’s Titles

Dr Sam Mayanja Minister of state for lands has ordered the the ministry of lands for cancellation of all tittles belonging to Kabaka Ronald Muwenda Mutebi II, on Kaazi camping site in Busabala Wakiso district.

During a locus visit to the contested land yesterday, Mayanja allocated the land to the Uganda scouts association and the family of the late Daudi Chwa and dismissed any claims of ownership by Kabaka through Buganda Land Board.

Mayanja directed Mr Baker mugaino the commissioner of land registration to register the administrators of the estate of  Daudi Chwa as the rightful owners of the land on Kyadondo Block 273 Plot 10.

The land was originally leased to the Uganda Scouts Association in 1948 by Kabaka Daudi Chwa II.

However, its alleged that over the time a part of over 50 acre’s including a forest was  illegally sold to private developers.

The Buganda kingdom petitoned the commisioner for land registration to cancel the tittles which where given out to private developers by the scouts which was done and the land remained in the management of Uganda Scouts Association.

According to documents seen by TV10 GanoMazima, Buganda Land Board (BLB)  had received a decision from the office of Mr Baker Bagaino the commisioner of land registration on 15th August, indicating that the sub leases granted to private developers like Serena heights Kaazi ventures limited and sky’s and lakes limited were not issued in accordance with the law.

Mugaino had ordered the cancellation of all subdivisions and all the subleases created over the parcelled land to all comprised on Kyadondo and ordered reinstatement of Kyadondo land at Kaazi.

Mugaino’s move prompted minister Mayanja to halt the withdrawal of these subdivisions, certificates of tittle and subleases which were created. His decision was based on grounds that they were created in error since Buganda Land Commision which gave consent to the transactions was not the legitimate lessor.

The rightful titleholder is the Kabaka of Buganda as per the Traditional Rulers (Restitution of Assets and Properties) Act 1993.

In October last year, Kabaka inspected the land to ascertain the causes of the wrangles. He was flanked by Ashraf kizito the executive secretary of Uganda Scouts Association and several Mengo officials guided him on the tour  

The said land  comprised in LRV 1693 Folio 5 Kyadondo Block 273 Plot 5 was subdivided into plots 25038, 25039,25040, 25041, 25042, 25043 and 25044.
