KCCA Salaries Frozen: New ED Insists on Payroll Audit, Angers HR Director Grace Akullo

KCCA Staff in Limbo as January Salaries Delayed Amidst Fraud Allegations. Over 400 temporary staff members at the Kampala Capital City Authority (KCCA) are yet to receive their January salaries, sparking widespread concern and financial hardship.

The delay stems from the newly appointed Executive Director, Hajat Sharifah Buzeki, who has taken a cautious approach due to reports of a well-syndicated scheme involving rogue employees in the HR Directorate.

These employees have allegedly been smuggling “ghost” employees onto the KCCA payroll, resulting in colossal financial losses. The scheme involves deliberate over payment and underpayment of monthly salaries, with perpetrators demanding that recipients return excess funds. In some cases, pensioners have been overpaid by as much as Shs50m, only to be asked to return the excess amount.

Buzeki’s decision to withhold salaries has been met with resistance from the powerful HR Director, Grace Akullo, who resides in a luxurious residence in the Kyebando Bahai Temple neighborhood. Akullo feels that Buzeki’s actions challenge her authority and has created tension between the two.

The situation has been further complicated by the involvement of accomplices at the Finance Ministry and external auditors, who demand large sums of money to omit findings of fraud in their reports.

This has allowed payroll fraudsters to escape scrutiny and avoid embarrassing televised questioning by parliamentary committees. As the standoff continues, hundreds of KCCA staff members remain financially deprived, with many struggling to make ends meet.

The delay in salaries has also raised concerns about the future of temporary staff members, who were hired due to necessity rather than ostentation.

Buzeki’s insistence on a verification report from the internal audit directorate has sparked a heated debate about the legitimacy of temporary staff appointments and the potential consequences of ending the scheme.
