Museveni made a strong case telling members of parliament on how the rationalisation of government agencies was going to help government cut government spending, noting that many agencies are doing the same work and giving the same services offered by government ministries.
However, the president warned legislators that he was briefed by intelligence that some of them were bribed by the Chief Executive Officers of some of the agencies that are facing rationalisation.
Highly placed sources in State House told TV10Ganomazima that these legislators pocketed more than Shs100m to fight the rationalisation.
“It is not surprising that some of the opposition legislators who have been attacking Museveni and his government for wasting taxpayers money on agencies and organisation doing the same work and services also on radios, televisions and in newspapers are also protesting the move,” one government insider said.
Sources divulged that Museveni was not surprised when he was briefed that parliament is protesting the move because he knows all the dirty deals around parliament and he has started on a big project on how to streamline and change parliament leadership.
Museveni was briefed that contracts in parliament are given to the company that gives the highest bride to some top leaders in parliament.
However, Museveni was advised by intelligence to be slow on his project of changing parliamentary leadership because the current Speaker AAA is still very powerful in parliament and initiating her impeachment is close to impossible.
Museveni was told that all legislators including those in opposition are under Among’s feet. The President was shocked when he was briefed that many of his ministers are in AAA’s pockets.
“You saw the number of legislators, ministers who attended her thanks giving ceremony at her home district in Bukedea, she was under pressure after being told that members of the Deep State are not happy with her. Being a calculative woman, she sensed the danger and hosted Gen. Muhoozi Kainerugaba to Eastern region,” a source said.
The source added that to buy time, AAA had to organise a big gathering in Bukedea and invite Gen. Muhoozi as the guest of honour and declare that she and the people of Bukedea are supporting his plans to replace his father.
Even though Among declared that she is supporting the Muhoozi project, members of the Deep State still held the fear that she has plans to stand in Muhoozi’s way to presidency and it is the reason why she is accumulating a lot of wealth and money which will help fuel her political ambitions.
The sources further claim that Museveni was briefed that Among’s wealth is soon doubling that of the former Prime Minister John Patrick Amama Mbabazi.
Joseph Tamale Mirundi the Senior Presidential Advisor on media said that after Mbabazi’s money was frozen during his 2016 battle with Museveni, he pleaded with him that he was ready to pull out of the 2016 presidential campaign but a furious Museveni told him that since he decided to stand against him, let him conclude the race.
A desperate Mbabazi decided to remain in the presidential race without money to use in the campaign and it is the reason he abandoned plans to hold campaigns in some areas.
State House insiders have told TV10Ganomazima that Museveni has already been advised to trim AAA’s wings very early and the process has started.
These insiders contend that apart from controlling parliament and part of the executive, AAA had started penetrating the judiciary and TV10Ganomazima can reliably report that an intelligence team has started profiling Justices and judges who are dancing to her tune.
“You know very well that Justices of the Supreme Court and those in the Court of Appeal have started lobbying for the positions of Chief Justice and Deputy Chief Justice because Justice Richard Butera the Deputy Chief justice and his boss Justice Owiny Dollo are retiring in 2025-2026 respectively. AAA has branded herself already as a wire-puller when it comes to who takes over the two offices but the good or bad thing is that the big man has already been briefed on the same,” the insider revealed.
Sources said that even though AAA and her henchman Joseph Sabiti, a celebrated journalist, declared that parliament is going to be under her control for the next 20 years, plans are ongoing to make sure that this dream does not go beyond 2026.
Museveni is also not happy with Tayebwa for sleeping on the job. Dr. Spire Ssentongo has started a war on social media to expose corruption, abuse of office and other criminalities going on in parliament under the leadership of Among and Tayebwa.
As a result, National Unity Platform (NUP) maverick party President Robert Kyagulanyi Ssentamu (Bobi Wine) asked his deputy president in charge of Buganda to resign as parliamentary commissioner after he admitted that he was awarded with Shs500m thanking him for his good service as the Leader of Opposition in Parliament (LOP).
Even though Bobi Wine maintains that this was a bribe, Mpuuga claims that the money was legally given to him.
Mpuuga protested the move to resign boasting that he did not commit any offence.
He further disclosed that Bobi Wine and his group are just character assassinating him fearing that he is going to contest for the slot of a party president.
