Museveni Transfers RCC Kitambula for Blocking His Visit to Bataka’s New Headquarters in Mengo

President Yoweri Museveni has announced a major reshuffle of government representatives across the country, transferring 25 Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), and their deputies. The changes, which take effect immediately, are aimed at strengthening local governance and improving the delivery of public services.

In one of the most notable moves, Asuman Nasike, formerly the RCC for Mbale City, has been transferred to Fort Portal City. Taking his place is Stanley Bayole, who previously served in Fort Portal and now heads to Mbale District as the new RDC.

Meanwhile, George William Wopuwa, who had been RDC for Mbale District, moves to Mbale City to serve as RCC, keeping him in the region but with a new mandate.

Also on the move is Lukka Kagenyi, who has been serving as deputy RDC in Manafwa. He’s been promoted and posted to Kampala City, where he will now serve as deputy RCC in Kawempe Division.

In Manafwa, Maj. Saleh Kamba replaces Patience Wibule Edith as RDC. Edith will now serve in Maracha District in the same capacity.

Kampala sees further changes, with Hajji Umaru Lule Mawiya moving from Mubende to become RCC for the city, while Henry Kitambula leaves his post as deputy RCC in Lubaga to take on the same role in Fort Portal’s Central Division. In a direct swap, Moses Ariho, who served in Fort Portal, heads to Lubaga as the new deputy

Hajji Sempala Kigozi, RDC of Mpigi, heads to Kiboga, while Hajji Dumba Sentamu, the RDC of Kiboga, returns the favor by moving to Mpigi.

Ntange Andrew, formerly deputy RCC in Jinja City, is now deputy RDC for Njeru Municipality in Buikwe.

Bakaki Andrew Ronald, deputy RDC of Soroti, has been transferred to Sironko.

Kasibante Hassan, from Mukono, will now serve as deputy RCC for Jinja South Division.

In the eastern region, Juliet Solome Namara, RDC of Namisindwa, has swapped places with Madoi Elijah, the RDC of Bududa.

Paddy Kayondo has been appointed as RDC for Mitooma District.

Seif Katabaazi, who served as deputy RDC in Luweero, has been promoted to full RDC and transferred to Kalungu District.

These changes reflect the President’s continued efforts to improve governance and ensure that government programs are closely monitored at the local level. RDCs and RCCs play a key role as the President’s representatives, tasked with overseeing public service delivery, security, and the implementation of government initiatives in their respective areas.
