Senior Superintendent of Police (SSP) Nixon Agasirwe, a former head of operations and commandant at the Special Investigations Unit, has been arrested and detained at the Flying Squad base in Kireka. His arrest is in connection with the 2015 assassination of Senior State Prosecutor Joan Kagezi.
Agasirwe’s name emerged following a confession by convicted former Uganda People’s Defence Forces (UPDF) officer Daniel Kiwanuka Kisekka, who recently turned state witness. In his statement, Kisekka identified a figure referred to as “Nicky,” later traced to Nixon Agasirwe — the once-feared officer infamous for declaring “I am the law” during arrests. Kagezi was assassinated in Kiwatule, a suburb of Kampala, under circumstances now believed to have involved Agasirwe.
This arrest marks another dramatic turn in a case that has haunted the Ugandan justice system for nearly a decade.
In 2024, Agasirwe was previously implicated alongside several other high-ranking officers, including:
- Col. Ndahura Atwooki, former Director of Crime Intelligence
- Herbert Muhangi, former head of the Flying Squad
- Richard Ndaboine, former head of the Cyber Crime Unit
- Patrick Muramira, a Flying Squad operative
- Jonas Ayebaza, former personal assistant to ex-IGP Gen. Edward Kale Kayihura
- Muyomba Kitagenda, another Flying Squad operative
These individuals were granted bail by the General Court Martial after charges against Gen. Kale Kayihura were dropped.
The group had been accused of abducting three Rwandan refugees — Joel Mutabazi, Jackson Kalemera, and Innocent Kaliisa — on October 25, 2013, in Kamengo, Mpigi District, and forcibly repatriating them to Rwanda. The prosecution alleged that the officers conspired with their then-boss, Gen. Kayihura, in carrying out the abductions.
Agasirwe, whose name once echoed in Ugandan law enforcement circles, was known for his authoritarian approach and the catchphrase “I am the law.” His current detention marks a dramatic fall from grace for a man once regarded as untouchable within the police hierarchy.
As of press time, the Uganda Police Force had not yet issued an official statement regarding Agasirwe’s arrest.
