Scandal Rocks Electoral Commission: Deputy Boss’s Son Mohammed Mubajje Accused of Biometric Data Base Irregularities.

EXCLUSIVE INVESTIGATION; Uganda is likely to have a rerun in forth coming general elections of 2026. The Uganda Electoral Commission is embroiled in a new scandal that is brewing a fraudulent storm in a tea cup regarding the Data Base section of its ICT department.

According to a reliable source that sought anonymity, the EC, following an insider investigation into the fraudulent operations of the now indicted Secretary General Leonard Mulekwa and four others, led to the recruitment of competent persons to fill in the said positions.

During this exercise for the head of the ICT department a one Muhammed Mubajje emerged as the leading candidate.

However, on further scrutiny it is said that the same Mubajje was not actually fully qualified for the post but that had been seconded by  Hajjati Aisha Lubega, the EC Deputy Chairperson  who happens to be his biological mother.

Whereas, many thought that would simply suffice, it emerged during the update of the national register for the 2026 General Elections. It had been decided that the EC would upgrade from Photographic to a much more full proof bio-metrics system.

In the process the ill qualified data administrator Mubajje, is alleged to have personally deleted the voters personal affixed data.

In bid cover up the said mess, Mubajje and his ‘team’ sheepishly, re-generated the 2016 election data base also implicated implicated in the same mess, is the head of voter data management Ahmed Ochama.

This goofy ploy, is said to have since been the reason for  unending extension of  fully displaying a new voters register. Our efforts to speak to the EC Public relations office at the time of going to press were futile.

However, in early February, the EC Chairperson Justice Simon Byabakama in a surprise move revealed to the parliamentary Legal and Parliamentary affairs commitment that they were going to consider the 2014 National census data to update the national voters register urging that the 2024 census data is not suitable for the on going update of the voters register.
