The embattled Kampala University boss, Prof. Al-hajji Badru Kateregga, has been summoned to appear at the Criminal Investigations Department headquarters in Kibuli over allegations of forgery and issuing false documents.
The letter, dated April 19, 2024, is addressed to Prof. Badru Kateregga of Kampala University Limited and signed by D/ASP Dushabe Innocent, the Regional CID Officer KMP/South. It states:
RE: Invitation to Police to Assist in Investigation
Under Section 28 (1) (a) and (b) of the Police Act Cap. 324 (as amended), the police are empowered to invite, summon, or require the attendance of any person whom the police have reason to believe has valuable or relevant information, exhibits, or documents to assist the police.
The police are investigating an alleged case of forgery and uttering false documents, referenced as KMP/SOUTH/GEF; 078/2025, in relation to Jolly Shubaiha Katerega.
You are required to report to the KMP/South Regional CID office at the Nateete Police Building, Room 25, 1st Floor, on April 24, 2025, at 10:00 a.m. to record a statement regarding the above matter.
Kindly bring your National ID card and all relevant documents pertaining to the registration of Kampala University Limited.

This development follows a criminal complaint against Prof. Badru Ddungu Kateregga and ten others, filed by Jolly Shubaiha Katerega through her lawyers, Kampala Associated Advocates, with the Director of Criminal Investigations on April 2, 2025. The complaint pertains to allegations of forgery of signatures and uttering false documents.

It is alleged that on or about the 8th September 2024, after Prof Kateregga, left the couple’s matrimonial home in Buziga, under pretext of spending time with his elder children, along with the others orchestrated a purported removal of Mrs. Jolly, from the company (Kampala University Limited) and signatory powers of its bank accounts, and appointed Kateregga Rashida Nassuna and Kateregga Muhammad in total disregard and violation of the law, the company’s memorandum and articles of association and established corporate governance protocols.
It is further alleged that Prof. Kateregga filed and illegally procured the registration of a resolution dated August 5, 2024, on November 25, 2024. This was done more than three months after the alleged meeting where the resolution was purportedly passed.
Given the circumstances, Prof. Kateregga will be expected to provide explanations as the legal proceedings continue.
Badru and Jolly Kateregga, who married in a lavish ceremony in 2012, have three children together, including a pair of twins.

However, the marriage soured in 2023, and since then, the estranged couple has been embroiled in a dispute over assets, with an official divorce looming.
