The Uganda Police Force’s Criminal Investigations Department (CID) has apprehended Acting Commissioner of Mapping and Surveys, Kakooza Jasper, and nine others in connection with allegations of land fraud and forgery.

The accused are said to have been involved in the fraudulent transfer of a large tract of land belonging to Madhvani Group Ltd. in Gomba District.
The accused individuals include:
1. Kakooza Jasper – Acting Commissioner, Mapping and Surveys
2. Bassajjagabo Hakim – Senior Assistant Secretary, Kabulasoke, Gomba
3. Siwuliliza Andrew Sserunkuma – Chairman, LC1, Mpogo Village
4. Nakanwagi Gladys – Former Secretary, Gomba District Land Board
5. Hajju Kayongo Badru Ismail – Former Chairperson, Gomba District Land Board
6. Nuwahereza Allan Katakanya – Businessman
7. Mudenyi Gerald – Security Guard
8. Nabimanya David – Security Guard
9. Ssenoga Abdu – Casual Laborer
10. Kisenyi Harunah – Boda Boda Rider

They face charges including abuse of office, forgery, obtaining by false pretenses, trespass, destruction of crops, and conspiracy to commit a felony. They are being held on remand until April 30, 2025.

The investigation reveals that the accused allegedly collaborated to create new titles for the land, which was already titled to Madhvani Group since 1955, and encroached on an additional 600 acres. The suspects also allegedly destroyed a sugarcane plantation and a forest covering 540 acres.
The court has issued warrants for the arrest of Deputy RDC Gomba, Sitenda Nicodemus Mugalu, Physical Planner Mugenyi Vincent, and businessman Fred Kirenga in connection with the same case.
