Museveni Reshuffles Advisory Team with Mix of New Faces and Trusted Veterans

President Yoweri Museveni has reshuffled his advisory team, announcing a mix of new appointments and reappointments to key positions within the State House. The update, made public on April 25, 2025, reflects a strategy of balancing continuity with fresh perspectives as Uganda approaches the 2026 general elections.

A notable highlight of the reshuffle is the reappointment of Ambassador Abbey Walusimbi as Senior Presidential Advisor on Diaspora Affairs. Walusimbi, recognized for his leadership in engaging Ugandan diaspora communities and facilitating foreign investment, will continue to shape policies aimed at enhancing Uganda’s global presence. Insiders credit his diplomatic skill and strong international networks for his sustained relevance in Museveni’s strategy.

However, Walusimbi’s return is part of a broader list that includes both seasoned advisors and newly appointed figures, signaling a calculated effort by the President to reinforce his administration with a blend of experience and new energy.

The appointments, made under Article 172 of the Constitution, underline Museveni’s commitment to the ideological pillars of the National Resistance Movement (NRM): Patriotism, Pan-Africanism, Socio-Economic Transformation, and Democracy.
