Legislators Reject DPP’s Funding Proposal Over Political Interference and Poor Performance


The Committee on Legal and Parliamentary Affairs has rejected the Directorate of Public Prosecutions’ (DPP) funding request for its Inspections and Quality Assurance Department, citing concerns about political interference and poor performance.

During a meeting on 01 April 2025, MPs scrutinized the DPP’s ministerial policy statement. Hon. Jonathan Odur (Erute County South) called for accountability in case management, questioning why high-profile cases, like that of RtCol. Dr. Kizza Besigye, remain unresolved despite sufficient evidence. He criticized the DPP for prosecuting individuals without enough evidence, stressing the harm it causes to innocent people.

Odur also rejected the budget proposal, questioning the effectiveness of the DPP’s inspections. Soroti District Woman MP, Hon. Anna Adeke, raised concerns over prosecutors taking orders from government security operatives, accusing the DPP of misuse for political purposes.

Hon. Fox Odoi-Oywelowo (West Budama North East) condemned the DPP’s performance, citing the 11th Annual Report on Equal Opportunities. In response, Viola Tucungwirwe, Principal Policy Analyst at the ODPP, promised to address the issues raised and urged MPs to consider supporting their funding requests to recruit staff and improve operations.
