End of an Era: Allen Kagina Leaves UNRA Amid Ongoing Merger with Works Ministry

Allen Kagina, the Executive Director of the Uganda National Roads Authority (UNRA), has announced her departure from the authority after nine years of service. Kagina, 63, made the announcement on X, stating that she was retiring her handle @UNRA ED, marking the end of her fruitful engagement on the platform.

Kagina’s departure comes on the heels of the government’s decision to merge UNRA with the Ministry of Works and Transport in October. The merger process is expected to be finalized by the end of December.

During her tenure, Kagina oversaw significant developments in Uganda’s road network. UNRA has paved over 4,000 km of roads nationwide since its establishment in 2008. Kagina’s leadership has been instrumental in transforming UNRA, fighting corruption, and improving the authority’s systems and processes.

Some of Kagina’s notable achievements include:

– Restructuring UNRA: Kagina restructured the authority, increasing staff levels from 1,000 to 1,740 and improving staff salaries.

– Fighting Corruption: Kagina cancelled illicit road contracts and reduced corruption in the procurement process.

– Improving Systems: Kagina improved UNRA’s payment system, reducing delays in paying service providers, and strengthened internal controls.

– Road Development: Under Kagina’s leadership, UNRA has upgraded several road projects, including the construction of expressways and flyovers in the city.

Kagina’s next move is unknown, but her legacy at UNRA is undeniable. Her commitment to fighting corruption, improving systems, and developing Uganda’s road network has left a lasting impact on the country.
