New KCCA Executive Director, Nyakaana pledges to bring order in the City, work for development

Kampala, September 26–Hours after President Museveni confirmed the appointment of new top Kampala City leaders, the new acting Kampala Capital City Authority, KCCA, Executive Director, Frank Rusa Nyakaana, today noted the various challenges Kampala is facing and pledged together with his team to face them with determination and bring order in the city.

The appointment of Frank Rusa Nyakaana as acting KCCA Executive Director, together with Robert Nowere, acting Deputy Executive Director, and Dr. Sarah Zalwango, as acting Public Health Director, had earlier been confirmed by President Yoweri Museveni who Tuesday directed the Minister for Kampala, Minsa Kabanda, to consult with the KCCA authority and forward to him names of three people from the Authority to fill up the vacancies in acting capacity of the top officials, Dorothy Kisaka, Eng. Luyimbaazi and Dr. Okello, he had just fired so that there’s no interruption of work. Minister Minsa Kabanda presented the names to the president Thursday.

President Museveni also directed the Public Service Commission to start up the process of filling up the three positions within a period of three months.

Introducing the newly appointed top KCCA leaders to staff of KCCA Thursday evening, Minister Minsa Kabanda said the three were selected because of their hard working, trustworthy and determination for service delivery.

On behalf of his colleagues, the acting Executive Director, Frank Rusa Nyakaana, noted the various challenges facing them citing the Kiteezi landfill disaster where 34 people were killed and over 20 others are uncounted for. He also pointed out the bad roads, the unpaid casual laborers and the misunderstanding among top officials in the city and vowed to work together with all stakeholders in the city so as to realize development. He vowed not to tolerate corruption and violation of human rights by the city enforcement..

Frank Rusa Nyakaana has been KCCA legal Director while Robert Nowere was a tax Commissioner and Dr. Sarah Zalwango was the Deputy of Public Health Director.

President Museveni acting on the investigative report by the Inspector General of Government IGG, which pinned the three top KCCA technical officials of negligence that resulted in the Kiteezi landfill disaster, dismissed the three top officials, the Executive Director Dorothy Kisaka, her Deputy, Engineer Luyimbazi and Public Health Director Dr. Okello on Tuesday September 24. He also directed the Criminal Investigation Department CID, to carry out investigations on them.
