THE CAVE OF CORRUPTERS: URA OFFICIALS IMPLICATED IN 15.7 BILLION SHILLINGS SCAM.

The Uganda Revenue Authority (URA) has been embroiled in a massive corruption scandal, with reports emerging of 15.7 billion shillings mismanaged or embezzled by officials in the financial year 2023-2024. At the heart of the scandal is a dubious contract signed in March 2023 with M/S Safaritech Limited, a company falsely claiming to be Kenyan-based.

*The Safaritech Contract: A Web of Corruption*

The contract, brokered by URA’s IT Commissioner Mutebi Robert and Safaritech CEO Rechard Mwami, aimed to procure new technology equipment. However, irregularities in the contract terms suggest a deliberate attempt to defraud the country. Notably, both Mutebi and Mwami are ex-employees of MTN Uganda, which is implicated in the contract along with other telecom companies.

*Unlawful Tax Exemptions*

URA granted Safaritech tax exemptions, violating Ugandan laws. Further investigation revealed that Safaritech is likely a Ugandan briefcase company operating in multiple countries, falsely claiming ties with international organizations like the IMF, World Bank, and UNDP.

*Exposing the Scam*

TV10 ganomazima’s investigation found that Rechard Mwami, listed as Safaritech’s CEO, is actually Ugandan. A visit to Safaritech’s supposed Kenyan address revealed an empty floor, with caretakers denying any knowledge of the company.

This scandal highlights the urgent need for accountability within URA. The authority must address its procurement and technological systems, which have enabled corruption and embezzlement. Transparency and swift action are essential to restoring public trust.
