Museveni ignores court ruling, reappoints Clerk to Parl. in PS reshuffle

Kampala Aug. 19—Ugandan President Yoweri Museveni has made changes in Permanent secretaries of some ministries and reappointed the Clerk to Parliament, Adolf Mwesige, despite High court recommendation to take disciplinary measures against him.

In his ruling on August 12th 2024 of a petition filed by a concerned citizen, Daniel Bwete, seeking court to declare the service award illegal, null and void, Justice Douglas Karekona Singiza, of the High court, exonerated the four commissioners of Parliament over the controversial Service Award they received but directed the Secretary to the Treasury to initiate disciplinary proceedings against the Clerk to Parliament, Adolf Mwesige, for his role in the decision making and implementation process of these contested service awards.

In the changes President Museveni did not wait court to give its ruling on whether the detained permanent secretary ministry of Trade, Geraldine Ssali, is guilty of charges of abuse of office and corruption, but appointed long serving civil servant, Lynnete Bagonza, new Permanent secretary to replace Geraldine Ssali.

In addition, President Museveni reappointed eight other permanent secretaries to serve for another three years with Gen. David Kasura to remain as permanent secretary Ministry of Agriculture, Animal Industry and Fisheries, Gen. Joseph Musanyufu, to remain PS Ministry of Internal Affairs, Amina Zawedde to continue as PS Ministry of ICT, Irene Batebe to remain PS Ministry of Energy; Ramadhan Goobi to continue PS Ministry of Finance; Jane Barekye to continue as State House Comptroller and Adolf Mwesige reappointed Clerk to Parliament.

President Museveni also sacked the Permanent Secretary Ministry of Education, Ketty Lamaro but is yet to appoint a replacement.

The changes are said to have come after the Public Service Commission assessed the performance of Permanent Secretaries for the past three years and recommended for their reappointment.
