We Want Him Dead Panic At Upper Prison: The 2021 Terror Suspect At Luzira Nearly Kills Fellow Inmate Of Portuguese National

Isamil Kiyemba is one of the 2021suspects of the deadly twin bomb attack that happened along Parliamentary Avenue and Kampala Central Police Station in Kampala City who were detained in an isolation cell inside Luzira Upper Prison on allegation of punching and attempting to kill a fellow inmate of Portuguese National.

Our Investigative desk received in-tell from the highly placed sources at Upper Prison who told the mightyTV10GanoMazima that for a longtime, inmates have been complaining to prisons authority over the uncouth behavior of Carlos Alberto De Almeida Costa’s which included insulting them and giving them hot slaps for annoying him.

The source disclosed that Carlos has been in the habit of eating his fellow inmates’ food without their consent, forcing them to wash his cloths, plates, cups and other utensils he uses in the prison.

The source explained that Carlos used to threaten fellow inmates that he is a very important person in Uganda and very soon he is going to meet President Yoweri Kaguta Museveni to guide him on how he can use his experience as an economists and a banker to strengthen the country’s economy.

In their verbal response, “We wanted to carry out revenge on him, but that lawyer Male Mabirizi when he was still here, stopped us and advised us that Carlos being a foreigner, fighting him will bring them more trouble and we took his advice,” a prison source said.

The source also narrated how one time, Carlos directed Mabirizi to clean his cup so that he can use it to get porridge. When Mabirizi refused, he tried to slap him; He was saved by his assistants in prison.

When TV10GanoMazima contacted Mabirizi, he confirmed that indeed he survived Carlos and described him as an arrogant person. Sources maintained that in 2022, Carlos insulted Kiyemba who lost his temper and showered him with punches which sent him collapsing on the ground.

He was rushed to the prison’s hospital at Murchison bay with severe bleeding from the nose, mouth and eyes. Kiyemba was taken into an isolation cell as a punishment where they keep indiscipline inmates. 

He spent three weeks there and taken back to stay with his friends. In December 2023, Richard Wejuli Wabwire, a judge of the War Crimes Division of the High Court in Kampala referred Carols to a panel of three justices of the same Division of the High Court to hear his charges of aggravated trafficking of children.

The Director of Public Prosecution (DPP) claims that in 2020, Carlos on several occasions performed sexual acts on a 16-year-old in a car after promising to marry her.

He even promised to take her to Portugal and save her family from poverty. The accused person was staying with Joseline Twongirwe the mother of the victim in his three bedroom rented house in Najjera a Kampala suburb.

Carlos pleaded with the mother of the victim to allow him to marry her daughter which she refused, explaining that he had to wait until her daughter reaches the age of consent of 18 years.

The accused person was very bitter with Twongirwe’s explanation and threw her and her other family members out of his rented house after telling them that the primary reason why he was paying rent for them was to marry their daughter.

By the time Carols met Twongirwe, she was selling tea and roasted maize by the roadside. When they become friends, he told her that he was interested in her daughter. Twongirwe accepted to shift with her family from their small rented house to a big house funded by Carlos.

However, Carlos’ lawyer insisted that his client never had any sexual intercourse with the victim and staying with her family was done voluntarily to help them.

Sources disclosed that Carlos and his lawyers are trying to reach out to his home government in Portugal but they are facing hardship because Portugal has no embassy in Uganda.
