President Museveni Grants Clemency to 130 Ugandan Prisoners

In a move aimed at promoting public health and humanitarianism, President Yoweri Kaguta Museveni has pardoned 130 prisoners convicted of minor offenses in Uganda. This decision, made in accordance with Article 121 of the Ugandan Constitution, has led to the release of these prisoners from various facilities across the country.

According to Frank Baine, spokesperson for the Uganda Prisons Services, the pardon was granted on public health and humanitarian grounds . This development comes as part of the president’s efforts to address concerns surrounding the country’s prison system.

President Museveni has been actively exercising his pardoning powers in recent months. Notable recipients of his clemency include:

  • Chandi Jamwa, former NSSF managing director
  • John Muhanguzi Kashaka, former Permanent Secretary in the Ministry of Local Government, who was convicted for causing a financial loss of Shs4.2 billion in the LC1 bicycle saga

The president’s decision has sparked discussions about Uganda’s anti-corruption efforts and the balance between justice and clemency. While some view the pardons as acts of mercy, others see them as undermining the judiciary’s efforts to hold public officials accountable . The move raises questions about the accountability of officials involved in mismanaging public funds and the exercise of executive power in the face of legal convictions.

As Uganda continues to navigate complex issues surrounding corruption and public accountability, President Museveni’s pardons have ignited important conversations about the country’s justice system and its commitment to upholding the rule of law.
